1Consumers’ valuation for food traceability in China:Does trust matter?

摘要(中英文):Food safety is a very important topic in China.We investigate Chinese consumers’ preferences and willingness to pay (WTP) for food traceability using a choice experiment.Given that consumers’ trust in the food system may affect their preferences and WTP,we also assess the interaction between consumers’ trust in government’s supervision of food safety and food labels and consumers’ preferences for traceable food products.Using data collected from a choice experiment on Fuji apples in a face-to-face survey in six Chinese cities,the results show that (i) consumers are willing to pay for traceable food but their valuations can differ upon the degree of their trust in government’s supervision of food safety and food labels;(ii) consumers are willing to pay for traceability with strong evidence of preference heterogeneity;(iii) government is not the most trusted safety inspection and certificate authority as found in prior studies using animal food products in China.

摘要(中英文):This article uses a theory-based translog gravity model to investigate the heterogeneous effects of food standards on aggregate agricultural trade.We revisit the ‘standards-as-barriers-to-trade’ debate with a distinctive twist.In contrast to existing works,we show that standards reduce trade but even more so for countries that trade smaller volumes.Our identification strategy exploits the within-country variation in specific trade concerns.We confirm that stricter importer standards are indeed trade-restrictive.However,the estimated trade cost elasticity varies depending on how intensively two countries trade.Specifically,it decreases in magnitude with an increasing import share of the exporter in the importing country's total imports.The reason is simple but intuitive;bigger trading partners find it more profitable to invest in meeting the costs of importer-specific standards.This work is novel in showing that the standards–tradedebate misses out on an important heterogeneity driven by existing import shares.Liberalising non-tariff measures will favour smaller trading partners more than well-established ones.

3Non-tariff measures and productivity of Ukrainian food-processing firms

摘要(中英文):Using detailed data on veterinary,ecological,sanitary,phytosanitary and mandatory certification measures,this paper studies the effect of non-tariff measures (NTMs) on firm productivity in the food-processing industry through forward and backward linkages.Using quantity and value of output at product level,we calculate and compare quantity- and revenue-based measures of total factor productivity (TFP).Exploiting the episode of NTM liberalisation in Ukraine in 2008–2012,we find that NTMs on intermediate inputs have a negative effect on quantity-based TFP.Other trade policy variables, including input tariffs and output NTMs also negatively influence productivity.The effect on the revenue-based TFP is weaker due to price and quality adjustments.Interacting changes in input NTMs with import intensity prior to trade liberalisation,we find that firms that used imported inputs more intensively tend to have lower long-run TFP growth.

4Competition and Relational Contracts in the Rwanda Coffee Chain

摘要(中英文):Howdoes competition affect market outcomes when formal contracts are notenforceable,and parties resort to relational contracts?Difficulties with measuring relational contacts and dealing with the endogeneity of competition have frustrated attempts to answer this question. We make progress by studying relational contracts between up-stream farmers and downstream mills in Rwanda'scoffee industry.First,we identify salient dimensions of their relationalcontracts (unenforceable provision of services in both directions before,during and after harvest) and measure them through an original survey of millsand farmers.Second,we take advantage of an engineering model for the optimalplacement of mills to construct an instrument that isolates geographically determinedvariation in competition.Conditional on the suitability for mills within the catchmentarea,we find that mills surrounded by more suitable areas:(i) face more competitionfrom other mills;(ii) use fewer relational contracts with farmers;and (iii) exhibitworse performance.In contrast to conventional wisdom,an additional competingmill also (iv) makes farmers worse off;(v) reduces the aggregate quantity ofcoffee supplied to mills by farmers;and (vi) conditional on the farmer'sdistance from the mill,lowers relational contracts more for farmers close to he competing mill,suggesting that competition directly alters farmers temptationto renege on the relational contract.The finding that increased competitiondownstream leaves all producers——including upstream producers——no better-offsuggests a potential role for policy in a second-best environment in whichcontracts are hard to enforce.

摘要(中英文):This article reviews and categorises early policy responses to the COVID-19 pandemic,based on a dataset of 496 measures taken by 54 countries between January 1 and April 28 and collected by the OECD from government officials and additional sources.Findings show a large diversity of measures,some of which were urgent and necessary,some that may continue to be beneficial once the pandemic has subsided,while others are potentially disruptive for the functioning of markets or damaging for the environment.National allocations of measures show differences between developed OECD countries,which used more agriculture or support related measures,and emerging economies,which focused on trade policies,information provision or food assistance.A minimum USD 47.6 billion was allocated by OECD governments to the agriculture and food sector,mostly in the form of domestic food assistance and support to agriculture and the food chain.

6A ‘Common Food Policy’ for Europe: How governance reforms can spark a shift to healthy diets and sustainable food systems

摘要(中英文):More than half of adults in the European Union (EU) are now either overweight or obese (53%).Non-communicable diseases (NCDs),many of which are diet-related, account for 70% of mortality in Europe and a growing share of healthcare costs.While eating habits have an important role to play in NCD prevention,consumption patterns across the EU are diverging significantly from recommended diets.There is growing consensus on the solution:a series of coordinated and wide-ranging policy interventions to build healthy 'food environments'.This article argues that EU governance structures remain ill-adapted to the systemic nature of this and other challenges in food systems (e.g. climate change,biodiversity loss,food poverty):conflicting objectives and missed synergies are identified between different policy areas (agriculture,trade,health,environment,etc.) and between different levels of governance (EU, national,local).An integrated food policy framework – a ‘Common Food Policy’ – is therefore required to meet the EU’s public health and sustainability objectives.It identifies four distinct aspects of the governance shift required to promote healthy diets and build sustainable food systems in Europe:(i) coherence across policy areas;(ii) coherence across governance levels;(iii) governance for transition;and (iv) food democracy. Blueprints for a Common Food Policy are already emerging,and are ripe for consideration,development,and implementation by the European institutions.

7Food Consumption and Food Security during the COVID-19 Pandemic in Addis Ababa

摘要(中英文):International humanitarian organizations have expressed substantial concern about the potential for increases in food insecurity resulting from the COVID-19 pandemic.We use a unique panel survey of a representative sample households in Addis Ababa to study both food security and food consumption during the pandemic.In contrast to some other countries in the region, Ethiopia never went into a full lockdown severely restricting movement.Despite subjective income measures suggesting a large proportion of households have been exposed to job loss or reduced incomes,we find that relative to a survey conducted in August and September of 2019,food consumption and household dietary diversity are largely unchanged or slightly increased by August 2020.We find some changes in the composition of food consumption, but they are not related to shocks found in previous phone surveys conducted with the same households.The results therefore suggest the types of subjective questions about income typically being asked in COVID-19 phone surveys may not appropriately reflect the magnitude of such shocks.They also imply,at least indirectly, that in the aggregate food value chains have been resilient to the shock associated with the pandemic.
